I bought a home in foreclosure court in Florida.The old owner has 2yrs of unpaid homeowners association fees. Now the association is asking me to pay the old dues. Am I responsible for paying these fees?

I am now debt free but have been told that I will now NOT have a credit rating for 6 years as my accounts were defaulted after taking assistance from a debt management company but then paid off by my family?
1) Is this true?
2) Can anything be done to improve my credit rating?

The house is worth about 700,000 and I am negotiating a sale (from my brother) for well under half and I was wondering what the property taxes would look like?
